Position Summary
The Manager of Program Evaluation supervises internal evaluation processes that assess the impact of Flamboyan’s programmatic efforts to promote early literacy in Puerto Rico’s public schools. Flamboyan strives to assure that more public school students read at grade level by the time they complete third grade. Our programs currently include professional development for K-3rd grade teachers focused on the teaching of reading comprehension skills and the effective use of classroom libraries. The Manager of Program Evaluation will facilitate the documentation, monitoring and internal evaluation of Flamboyan’s efforts in these programs, and in the future, support processes of external evaluation. The position also provides ongoing support for Flamboyan’s multi-sectoral research projects to promote early literacy. The Manager of Program Evaluation reports directly to the Research and Public Policy Officer in Puerto Rico.

· Support Research and Public Policy Officer in the development of logic models and evaluation plans for FF Puerto Rico’s major initiatives, such as our professional development program in reading comprehension and our classroom libraries program.
· Manage the implementation of internal evaluation plans.
· Support external evaluation processes, when necessary.
· Collect, manage, and analyze data from PRDE system as well as our participating schools, teachers, and students.
· Conduct reviews of scientific, peer-reviewed literature.
· Support the communication of research and evaluation project results for internal and external audiences.
· Manage and/or support other research projects as needed.

Qualifications and Skills
• Master’s degree required, preferably in evaluation, public policy, social sciences, education, or related field
• 5 years of experience conducting research or evaluating programs
• Experience with interdisciplinary collaborations and multi-method projects
• Proven statistical analysis and programming skills
• Qualitative data analysis experience and skills
• Strong project management skills
• Clear, diplomatic communicator, both in writing and speaking
• Deep knowledge of PR public school system and teacher realities strongly desired
• Commitment to improve children’s educational outcomes in Puerto Rico
• Strong interest in reading, language, literacy, and early childhood
• Self-directed: able to develop and implement work plans independently
• Excellent writing and editing skills in Spanish and English
• Collaborative/team oriented
• Enthusiasm for contributing to Flamboyan’s organizational development

Compensation: Salary is based upon experience and includes full health benefits.
